# 反洗钱与反恐怖融资政策

#### EXBit反洗钱与反恐怖融资政策公告&#xD;<br>

EXBit现发布反洗钱与反恐怖融资政策（以下简称“本政策”）。本政策应与《用户协议》《隐私声明》《风险提示》一并阅读。本政策为一般性说明，不构成对任何个人或实体的法律约束。

**一、政策目的**

EXBit对以下行为实行零容忍政策：

• 洗钱
\
• 恐怖主义融资
\
• 受制裁实体交易
\
• 高风险非法资金活动
\
EXBit遵循金融行动特别工作组（FATF）建议。如用户所在地法律法规要求更为严格，以当地法律为准。

**二、核心原则**

（一）基于风险的多层次方法
\
• 客户尽职调查（CDD）：对所有客户进行身份验证与背景评估
\
• 加强尽职调查（EDD）：对高风险客户进行额外审查
\
• 持续监测：对客户及交易行为进行持续监控
\
（二）高道德标准
\
EXBit不与涉及洗钱或恐怖融资的业务方建立关系。
\
（三）监管合作
\
在法律允许范围内，EXBit配合监管及执法机构的调查。

**三、客户尽职调查（CDD）**

EXBit不接受匿名账户或虚假身份账户。
\
启动CDD的情形：
\
• 建立业务关系时
\
• 进行交易时
\
• 接收资产转账时
\
• 存在可疑行为时
\
• 信息存在疑问时
\
信息收集范围：
\
自然人：姓名、出生日期、居住地址、国籍、联系方式
\
法人实体：公司名称、注册信息、董事与管理层信息、实际受益人、业务性质与资金来源
\
验证文件：护照/身份证、地址证明、公司注册文件
\
如发现客户资金可能涉及违法活动，EXBIT将拒绝建立关系并提交可疑交易报告。

**四、加强尽职调查（EDD**）

适用于高风险客户，包括：
\
• 政治公众人物（PEP）
\
• 高风险地区用户
\
• 复杂公司结构
\
• 异常交易行为
\
措施：深度信息核查、持续监控、风险评估

**五、持续监测**

监测范围：异常交易模式、高额交易、频繁交易、跨境交易
\
方式：自动监测系统、人工审核

**六、制裁筛查**

EXBit依据以下制裁名单进行筛查：

• 联合国（UN）
\
• 欧盟（EU）
\
• 英国（HMT）
\
• 新加坡（MAS）
\
• 澳大利亚（DFAT）
\
受限地区（示例）：朝鲜、伊朗、叙利亚、古巴
\
涉及制裁的账户：暂停交易、冻结资产、上报监管

**七、旅行规则**

EXBit遵守FATF第16号建议，收集并验证交易双方信息。数据保存期限不少于5年。

**八、虚拟资产风险评估**

上线新资产前，EXBit评估其匿名性、合规性及历史风险。高风险资产可能延迟或拒绝上线。

**九、员工培训**

EXBit定期开展AML/CTF培训，内容涵盖风险识别、报告流程、合规操作。

**十、审计与评估**

本政策每年至少审查一次，并根据监管变化更新。
